Nothing is staked on Penalty Shootout. Choose one of four corners and play as often as you like — every round pays XP, and the rare ones pay a real free bet.
The first number is what the game itself shows you — and it is the real rate, not a decoration. The second is a separate roll that only happens after a win, and it is the rare one.
